Implementation of Skill Development Programmes in IoT for Scheduled Tribe Students
Background
TIH-IoT at IIT Bombay invites proposals from academic institutions, universities, research institutions, training organizations, and faculty members/researchers associated with recognized institutions for conducting Skill Development Programmes in Internet of Things (IoT) for Scheduled Tribe (ST) students.
The programme is being implemented under the National Mission on Interdisciplinary Cyber-Physical Systems (NM-ICPS), Department of Science & Technology (DST), Government of India. The initiative aims to equip Scheduled Tribe students with industry-relevant knowledge, practical skills, and hands-on experience in Internet of Things (IoT) and related technologies, thereby enhancing their employability, technical competence, and innovation potential.
Objective
The objective of this Call is to identify competent institutions and individuals capable of designing and delivering high-quality, outcome-oriented IoT training programmes for Scheduled Tribe students and achieving the approved training targets within the stipulated period.
Eligibility
Proposals are invited from:
- Universities and Higher Educational Institutions
- IITs, NITs, IIITs and other recognized technical institutions
- Government and Autonomous R&D institutions
- Recognized training and skill-development organizations
- Faculty members/researchers from recognized academic or research institutions through their parent institution
- Other institutions/organizations having demonstrated expertise in IoT and related technologies.
Where a proposal is submitted by an individual, faculty member/researcher, the programme shall be implemented through the concerned parent institution and shall be accompanied by the institution’s approval and authorization.
Areas of Training
The proposed programmes should primarily focus on Internet of Things (IoT) and may cover one or more of the following areas:
- IoT Fundamentals and Architecture
- Sensors and Embedded Systems
- Microcontrollers and IoT Platforms
- Communication Protocols and Networking
- IoT-Based Data Acquisition and Analytics
- Cloud and Edge Computing for IoT
- IoT Security
- Industrial IoT
- Smart Agriculture, Healthcare, Mobility and Smart City Applications
- IoT Product Development and Prototyping
- Hands-on and Project-Based IoT Training
- Any other relevant IoT area aligned with programme objectives
Applicants are strongly encouraged to include practical laboratory sessions, demonstrations, field exposure, and project-based learning components.
Expected Scope of Work
The selected institution/applicant shall be responsible for:
- Designing a suitable curriculum and training methodology
- Identifying qualified faculty, trainers and resource persons
- Conducting the approved training programme
- Providing adequate practical and hands-on exposure
- Mobilizing and identifying eligible ST student participants
- Maintaining participant registration and attendance records
- Conducting assessments and evaluations
- Collecting participant feedback
- Documenting programme outcomes and success stories and
- Submitting programme and financial reports as required by TIH-IoT.
Proposal Requirements
The proposal should include:
- Title of the proposed programme;
- Objectives and rationale;
- Target group and proposed number of ST students;
- Duration of the programme (minimum 1 month and maximum 3 months);
- Proposed mode of delivery (offline, online, or hybrid);
- Detailed curriculum and session plan;
- Hands-on and laboratory components;
- Details of faculty/trainers/resource persons;
- Infrastructure and facilities available;
- Experience in conducting similar programmes;
- Expected outcomes and measurable deliverables;
- Detailed implementation schedule;
- Strategy for student mobilization and outreach; and
- Detailed technical proposal.
Duration and Timeline

The duration of the proposed programme shall be a minimum of one (1) month and a maximum of three (3) months.

Applicants shall submit a clear implementation schedule indicating programme milestones, training activities, assessments, and reporting timelines.

All programme activities, assessments, documentation, submission of completion reports, utilization certificates, statements of expenditure, and supporting documents must be completed on or before 15 February 2027.

Applicants should ensure that the proposed training targets can be achieved within the stipulated timeline.
Beneficiary Requirement
- Each proposal shall target training of a minimum of 75 Scheduled Tribe (ST) students.
- Applicants proposing a larger number of beneficiaries may be viewed favourably during evaluation, provided programme quality, participant engagement, and learning outcomes are not compromised.
Evaluation Criteria
Proposals will be evaluated by a duly constituted committee based on the following parameters:
- Relevance and quality of the proposed IoT programme;
- Technical content and curriculum design;
- Practical and hands-on learning components;
- Qualifications and experience of faculty/trainers;
- Experience in conducting similar programmes;
- Infrastructure and implementation capability;
- Outreach strategy and beneficiary coverage;
- Expected outcomes and impact; and
- Institutional capability for successful programme execution.
The decision of the competent authority shall be final and binding.
Documents to be Submitted
Applicants shall submit:
- Proposal in the prescribed format;
- Institutional profile;
- Profile/CV of proposed faculty and trainers;
- Details of similar programmes conducted;
- Curriculum and implementation plan;
- Infrastructure and laboratory details;
- Declaration regarding non-blacklisting/debarment;
- Conflict of interest declaration;
- Authorization from the parent institution, where applicable; and
- Any additional information considered relevant by the applicant.
Programme Monitoring and Reporting
Selected applicants shall maintain and submit records including:
- Participant registration details;
- Proof of ST student eligibility, wherever required;
- Attendance records;
- Training schedules;
- Faculty and trainer details;
- Training materials;
- Photographs and documentary evidence;
- Assessment reports;
- Participant feedback;
- Completion report; and
- Financial records and supporting documents.
TIH-IoT, DST, or any authorized agency may inspect or review these records at any stage during or after programme implementation.
Financial Support
Each selected proposal shall receive financial support of up to ₹20,00,000 (Rupees Twenty Lakh only) for implementation of the approved Skill Development Programme.
The grant shall be utilized exclusively for approved programme activities including curriculum delivery, practical and laboratory sessions, training materials, resource persons, outreach and mobilization, assessments, documentation, participant support, and programme management directly related to implementation.
The following expenditures shall not be admissible:
- Institutional overhead charges;
- Administrative or management fees;
- Establishment expenses unrelated to the programme;
- Creation of permanent infrastructure;
- Purchase of major capital equipment;
- Any indirect costs; and
- Any expenditure not directly related to conduct of the approved training programme.
The terms of fund release, reporting requirements, utilization certificate submission, and other financial conditions shall be communicated through the sanction letter issued to the selected applicant.
General Conditions
- Submission of a proposal does not guarantee selection.
- TIH-IoT at IIT Bombay reserves the right to accept or reject any proposal without assigning any reason.
- Only proposals meeting the eligibility and programme requirements shall be considered.
- Selected applicants shall be responsible for satisfactory completion of the approved programme and agreed deliverables.
- Any change in approved activities, budget utilization, timeline, or outputs shall require prior approval from TIH-IoT.
- The selected applicant shall comply with all applicable Government of India rules, regulations, and financial guidelines.
- All programme and financial records shall be maintained for audit and verification purposes.
- Any false declaration, suppression of facts, or material misrepresentation may lead to rejection, termination, and recovery of funds, as applicable.
